Microsoft Fixes Critical Group Policy Bug Affecting Windows 11 24H2 Upgrades

Microsoft has recently addressed a significant Group Policy bug that was preventing Windows 11 systems from upgrading to the newest version 24H2. This technical issue primarily affected organizations using Windows Server Update Services (WSUS) for managing updates across their enterprise environments.

 The Issue Explained

Microsoft officially acknowledged that the April 2025 security update (KB5055528) released on April 8, 2025, was preventing Windows 11 systems from upgrading to version 24H2 when using Windows Server Update Services. This problem specifically impacted IT administrators relying on WSUS to manage and distribute updates across business networks.

When attempting to download the Windows 11 24H2 update, affected systems would encounter failures where the download would either fail to initiate or not complete. Microsoft’s documentation noted that “Windows updates log can show error code 0x80240069, and further logs might include text similar to ‘Service wuauserv has unexpectedly stopped'”.

 Who Was Affected?

This issue specifically targeted enterprise environments and business networks where WSUS was being utilized. Microsoft emphasized that home users were unlikely to experience these update problems since WSUS is typically deployed only in business and enterprise environments.

The affected systems included:

  • Windows 11 version 23H2
  • Windows 11 version 22H2

Importantly, server platforms remained unaffected by this particular bug.

 The Solution

On May 5, 2025, Microsoft announced a mitigation using Known Issue Rollback (KIR) for enterprise-managed devices. IT administrators can resolve the issue by installing and configuring a special Group Policy available for download.

This solution involves:

  1. Downloading the appropriate package for either Windows 11 version 23H2 or Windows 11 version 22H2
  2. Accessing the special Group Policy in Computer Configuration > Administrative Templates after installation
  3. Configuring the policy according to Microsoft’s documentation

For administrators preferring an alternative approach, a registry-based workaround was also discovered, involving the creation of a .reg file with specific entries to modify the Windows registry with administrator permissions.

 Looking Forward

Microsoft continues to investigate the root cause of this problem and has committed to providing additional updates as more information becomes available. The next regular patch cycle, expected on May 13, 2025, may deliver a permanent fix for this issue.
